0.9.9-3 user rights

It seems that if user is member of several groups for instance "admin", "author" and "editor" it looses right to edit or create new records (menu buttons are gray/inactive). If user is member of only "admin" group, then it works as it supposed to.
We have 0.9.9-3 Pro version which was updated from 0.9.9-3 Open version. I wonder if it is bug in 0.9.9-3 or we get this as a result oferror in update process. -
