New install on Windowns - Error "..Local host currently unable to handle this request"

Hello All,
I am a newbie. I just followed the instructions and successfully installed the latest edition 1.18 on Windows.
I cant login with "admin/admin" the very first time. It will give an error message "LOCALHOST is currently unable to handle this request"". I tried restarting it and checking some of the logs but cant solve it yet.I would be grateful if anyone can give me a hint to solve this. Thank You. Ken
