How to handle User Licenses

Hello!
We are using i-doit 1.12.1 PRO. I used to assign some licenses e.g. Exchange User CAL to my users (contacts) sice a assignment to device does not match the license agreement.
Now I wasn't able to do so again, while the existing assignment are shown in the list. In an old threat (https://community.i-doit.com/topic/1759/lizenzen-personen-zuweisen) is explaint, that this is expected by design. But this works until now and doesn't match the correct way of documentation.
Since I cannot follow up, when or how this was changed, I am confused.
Someone has a hint to handle this?
