Installation Error 10000

So, I installed everything as said in the documentation, but somehow whenever I wanna start the Setup, an error appears, that I should put "max_input_vars" to at least 10000. Now I've tried looking at the php.ini File, but it'correct there. Is there somehow a connection to anoher file that I missed?
